As Finance Delays Allocations… No Fuel For Vehicle Of Chief Immigration Officer

Chairman of the Parliamentary Oversight committee on Finance, Hon Francis Amara Kaisamba has said that the Ministry Of Finance is not treating institutions seriously in terms of disbursement of funds.

He raised this issue last Wednesday August 12 when the Immigration Department faced the Public Account Committee to answer to queries raised by Auditors General at Committee Room No.1 Parliament Building, Tower Hill.

This was as a result of the grumbling of the Chief Immigration Officer, Andrew J Kaikai who told the committee that people do not treat security matters with the seriousness it deserved.

That the Immigration Department goes without moneys and that even his official vehicle goes without fuel.

That they did not even have offices in the provinces because they are not getting their allocation in time.

Hon Kaisamba pointed out that as a committee chairman he has said to himself that this year will be a different year because he must see that Ministry of finance starts treating institutions and persons seriously.

That resources are not available on time unless they have to jostle for resources. He noted that the committee has been talking to the ministry of finance to treat institutions with seriousness.

He encouraged the Immigration Department to work with the Chairman of the Internal Affairs committee so that they will hold joint meeting with the Ministry of Finance especially one in which the financial Secretary will come.

He explained that the committee and the ministry are partners in development and that they are not enemy

That when parliament summon them they are supposed to come and that this time around, the committee will have to do its oversight properly .

According to him, they have to priorities that money for activities of Ministries Department Agencies (MDAs) should be made the money available in time.
