As part of its institutional reform and revenue mobilization agenda, the Produce Monitoring Board PMB has unveiled a strategic plan to transform into a high technology, data driven public institution. The initiative is aimed at strengthening regulation, enhancing accountability, and improving revenue performance across the produce sector.
Speaking at the Strategic Repositioning and Recalibration Retreat held at King’s View Resort in Sussex, the Executive Chairman of PMB, Mr Raymond Bob Katta, disclosed that the Board is deliberately transitioning into a technology enabled and compliant institution, with a strong focus on effective data collection, analysis, and records management.
Mr Katta explained that PMB’s transformation is anchored on operationalizing modern data systems that will improve how the institution plans, regulates, monitors, and accounts for its activities. He noted that reliable and timely data will significantly enhance institutional decision making and operational efficiency.
According to the Executive Chairman, data driven operations are central to PMB’s long term strategy to improve transparency, service delivery, and compliance throughout the produce value chain. He emphasized that access to real time data on production volumes, quality standards, exports, pricing, and revenue flows will enable the Board to make evidence based decisions, address revenue leakages, and strengthen regulatory oversight.
He further stated that when institutions are guided by data, they become more credible, accountable, and effective. For PMB, data will form the backbone of its regulatory, monitoring, and revenue functions.
The introduction of modern data management systems is also expected to address longstanding challenges related to records management, monitoring, and reporting. Digitized records and analytical tools will strengthen institutional memory, improve audit readiness, and support real time performance tracking.
Mr. Katta added that the reforms will reinforce PMB’s Monitoring and Evaluation framework by enabling management to assess performance, measure impact, and respond promptly to emerging risks and opportunities within the produce sector.
The data driven approach is expected to improve service delivery to farmers, exporters, and agribusiness operators through enhanced market intelligence, better advisory services, and more predictable regulatory processes. He noted that effective data management will not only improve regulation, but also support farmers to increase productivity while ensuring the government derives maximum value from the produce sector.
The high technology agenda aligns with the government’s broader public sector reform and digital governance objectives, which seek to build agile, technology enabled institutions that are responsive to citizens’ needs.
By embedding data collection, analysis, and records management into its core operations, PMB is positioning itself as a forward looking revenue institution that combines regulatory authority with innovation, accountability, and performance excellence.
With reforms spanning policy, systems, capacity development, and digital transformation, PMB is redefining its institutional identity from a traditional regulatory body to a modern, high impact institution that supports agricultural growth and national revenue generation.
As the Board moves to operationalize this vision, PMB is set to emerge as one of the country’s most strategic service delivery institutions and a model for efficiency and data driven governance in Sierra Leone.
